MINNESOTA DEPARTMENT OF PUBLIC SAFETY REQUEST FOR PROPOSALS

The purpose of this Request for Proposals (RFP) is to solicit proposals for funding for one applicant to administer the statewide Minnesota General Crime Victim Emergency Fund.

One applicant will be chosen to receive up to $500,000. A portion of the funding may be available to be advanced upfront. No administrative funds are included in the award. The full award must be disbursed to vendors on behalf of crime victims or to victims directly for allowable expenses that are a result of crime victimization. This funding is specifically for general crime victims due to a lack of other resources for these victims of crime.

Non-profit entities and local units of government in Minnesota are eligible to apply. Funding preference will be given to an applicant operating the Statewide 24-hour General Crime Hotline, as Hotline staff have the personnel and the ability to disburse emergency funds since this award does not include administrative funds.

The grant period is July 1, 2023, through June 30, 2024. Successful applicants may be eligible for annual renewal grants through June 30, 2027, if funds allow.
