The Polk County Commissioners met on Tuesday at the Polk County Government Center.
REZONE REQUEST FOR THE FORMER PIONEER MEMORIAL CARE
Jay Coughenour asked the commissioners to rezone approximately 5.69 acre parcel of land from the Agricultural Zoning District. Coughenour is looking at turning the old 50,000 square foot Pioneer Memorial Care assisted living facility into a substance addiction and behavioral residential treatment facility, which will be called the Center For Hope.
Coughenour said Polk, Norman, and Mahnomen Counties have identified mental health and addiction services as their greatest unmet need in recent community assessments. 57 percent of Beltrami County arrests involve substance abuse. Minnesota faces a statewide shortage of 3,500 treatment beds, leaving many without access to care, and no residential treatment facility exists within 100 miles of the northern border, creating a critical gap in services.
Coughenour expects the Center For Hope to create 50-plus new jobs.
“A detailed operational plan of the business must be submitted to the Planning and Zoning Department for the proposed treatment facility to be rezoned,” said Polk County Planning and Zoning’s Jacob Snyder (Assistant Environmental Services Director). “The business must conduct background checks for admissions so as not to admit violent or sex offenders into the facility to protect the well-being of the students attending the Win-E-Mac school district, which is located 1,200 feet north of the proposed treatment facility.”
The commissioners unanimously approved the rezoning request.

MAPLE LAKE PAVILLION TO HOST THE FABULOUS ARMIDILLOS
RiverBottom LLC, the owners of the Maple Lake Pavilion, requested a large gathering permit on August 31 for when it hosts the Famous Armadillos on Labor Day weekend. They expect over 1,000 people to attend, so a large gathering permit is required from Polk County.
“We do the permit to make sure there are acceptable sanitary, police, fire, and other health and safety considerations have been met by the applicant,” said Snyder. The Irishman’s Shanty will serve alcohol, and there will be additional food trucks.
The commissioners unanimously approved the permit.
PICTOMETRY PAYMENT REQUEST
Polk County uses EagleView for the flyover for Pictometry software and licensing, and the cost for the next three years is $90,400. 70 percent comes from the buffer funding, which is to help enforce buffers in the county, 15 percent ($13,560) comes from the Highway Department budget, and Property Records will pay for 15 percent of the cost ($13,560). The money will come from the Recorder’s Compliance Funds, as various departments of the Taxpayer Service Center use the imagery. “
The commissioners unanimously approved the payment.
