Some Crookston home owners can apply for a Small Cities development grant for home repairs

Northwest Community Action Agency (NWCAA), which is administering the Small Cities Development Grant, is seeking additional applications for the program for owner-occupied homes. What does this mean for you? If you lived in the highlighted area (pictured at the bottom of this page), eligible homeowners could receive up to $25,000 in the form of a forgivable loan for home renovation needs.

Eligible Criteria:

  • Participants in the program must be income-qualified. Please refer to the income limits below.
  • Must be used on your primary residence in the eligible area.
  • Homes must have needs that go beyond basic maintenance.
  • The work that can be done under this program is generally limited to repairs or replacement of existing, deteriorated features, such as windows, doors, furnaces, plumbing, electrical repairs, roofs, siding, foundation repairs, etc.
  • General “remodeling” can not be done and that funds must be used to address existing building deficiencies.

Eligible applicants must have a gross household income which do not exceed the following limits based on the size of their household.

INCOME LIMITS
1 Person – $53,600
2 Persons – $61,250
3 Persons – $68,900
4 Persons – $76,550
5 Persons – $82,700
6 Persons – $88,800
7 Persons – $94,950
8 Persons – $101,050

Projects must meet one of three federal objectives:
-Benefit people of low and moderate incomes
-Eliminate slum and blight conditions
-Eliminate an urgent threat to public health or safety

In addition, need, impact and cost effectiveness must be documented and the general public must be involved in the application process.

Housing Grants
Funds are granted to local units of government, which, in turn, lend funds for the purpose of rehabilitating local housing stock. Loans may be used for owner-occupied, rental, single-family or multiple-family housing rehabilitation. Loan agreements may allow for deferred payments or immediate monthly payments. Interest rates may vary, and loan repayments are retained by grantees for the purpose of making additional rehabilitation loans. In all cases, housing funds must benefit low- and moderate-income persons.
