On Wednesday, February 25 at approximately 8:15 PM, a Grand Forks Police Officer attempted a traffic stop in the 1400 block of South 10th Street. The officer activated her emergency lights and siren while attempting to conduct a traffic stop for equipment violations and knowledge that the registered owner had a revoked driver’s license. The vehicle, a 2010 Honda Ridgeline, fled to South 20th Street, traveled to Demers Avenue, went east on Demers Avenue, south on South Washington Street, and the pursuit ended in the 2000 block of Library Lane.
The pursuit ended when a Grand Forks County Sheriff’s Deputy utilized a PIT maneuver to successfully disable the Honda. GFPD officers and Grand Forks Sheriff’s Office deputies then conducted a high-risk vehicle stop on the two individuals inside the Honda. However, both the driver and passenger refused to exit the vehicle. Officers and deputies deployed Less Lethal Impact Munitions as a tactic to extract both subjects from the Honda. The GFPD’s Lenco BearCat was also utilized in this effort. Eventually, both subjects surrendered peacefully.
The driver of the vehicle was identified as 33-year-old, John Allen Dubois. He was arrested and charged with multiple offenses, which included: Fleeing in a Motor Vehicle, Possession of Controlled Substance, Reckless Endangerment, and Driving Under Suspension. The passenger of the vehicle was identified as 27-year-old, Shania Charging Cloud. She was arrested on outstanding warrants from South Dakota.
