Tri-Valley Opportunity Council, Inc. has named Tracey J. Sundeen as its new Director of Head Start. Sundeen brings more than 38 years of leadership experience in Head Start, Early Head Start, Community Action programs, and federal grant administration.
In her new role, Sundeen will provide executive leadership for Tri-Valley’s large, multi-site Head Start and Early Head Start programs serving children and families throughout Minnesota and North Dakota. She will oversee strategic and operational planning, fiscal management, organizational development, compliance, facilities, transportation, information systems, and program operations.
Throughout her career, Sundeen has demonstrated a strong commitment to strengthening organizations, developing people, and creating systems that improve outcomes for children, families, and communities. She has led numerous organizational initiatives, including federal Change in Scope and Health & Safety grant applications, organizational restructuring efforts, data systems development, and preparation for and response to federal monitoring reviews.
Sundeen’s extensive experience includes progressively responsible leadership positions within Head Start programs, including Family Advocate, Family & Community Services Coordinator, Program Coordinator, Assistant Head Start Director, Program Compliance Manager, and Deputy Director. Her professional background also includes service as Tri-Valley Opportunity Council’s Community Planning & Development Officer, an independent nonprofit consultant, a Grants Manager, and a Federal Program Reviewer for the U.S. Department of Health & Human Services.
Sundeen is passionate about fostering collaboration, strengthening organizational systems, and guiding organizations through change in ways that are thoughtful, inclusive, and focused on long-term success. She believes strong organizations are built through clear systems, engaged people, shared accountability, and a commitment to continuous learning and improvement.

Sundeen earned a Master of Nonprofit Management and Leadership from Capella University, graduating with distinction, and holds a Bachelor of Science in Community Services from Bemidji State University. She is also a Certified Community Action Professional.
As Director of Head Start, Sundeen will help advance Tri-Valley’s mission to provide opportunities to improve the quality of life for the people and communities it serves, while ensuring that Head Start and Early Head Start programs continue to prepare children for success in school and beyond.
