UPDATE 4/3/19 5:50 P.M. The victim, in this case, has been identified as Sidney Bina, 75 y/o, of Grand Forks. The investigation is still in the early stages and at this time the injury to the victim appears to be self-inflicted. There is no reason to believe there is any threat to the general public.
The Polk County Commissioners earlier this year approved a resolution for a variance to the State Aid Highway Rules of Operation for a variance on the dimensions for back-in diagonal parking along the East Shore of Maple Lake. An officer with the Warroad Police Department has been arrested and charged following an investigation by the Minnesota Bureau of Criminal Apprehension (BCA). Joshua Mathew Demmerly, 29, of Warroad, was charged this morning with kidnapping, third-degree criminal sexual conduct, and stalking. BCA agents arrested Demmerly on Tuesday.
