Each biennium, the Minnesota Department of Human Services awards Emergency Services Program grants to organizations to provide emergency shelter, motel vouchers, day shelter, street outreach and essential services for people who are homeless.
In 2019, the Minnesota Legislature provided an additional $3 million over two years to the Emergency Services Program for emergency shelter and outreach services to people living on the streets. This $3 million in one-time funding is in addition to $1.7 million already appropriated to the Emergency Services Program.
The Care and Share of Crookston is receiving $100,000 for additional case management in Crookston. An additional 24 organizations throughout the state are also receiving a grant to combat homeless.
TWIN CITIES METROPOLITAN AREA
- Catholic Charities of the Archdiocese of St. Paul and Minneapolis is receiving $200,000 for additional staffing and security to support expanded shelter capacity and increased client needs at its Higher Ground Shelter in St. Paul.
- Interfaith Action of Greater St. Paul is receiving $50,000 for additional housing advocates to increase the number of clients who exit shelter for stable housing in Ramsey County.
- Listening House of St. Paul is receiving $40,000 for its day shelter and drop-in center in St. Paul.
- Matrix Housing Services is receiving $150,000 to increase day shelter availability and the number of days it is open per week at its resource center and day shelter at Grace Lutheran Church in Apple Valley.
- Minnesota Indian Women’s Resource Center is receiving $270,000 for additional street outreach staff and services to reach American Indian individuals and families who are homeless in the Twin Cities metropolitan area.
- Our Saviour’s Community Services is receiving $40,000 to increase shelter hours and staffing at its shelter in Minneapolis.
- Parents in Community Action is receiving $50,000 to provide additional services for homeless children in an early childhood setting in the Twin Cities metropolitan area.
- Scott-Carver-Dakota Community Action Program Agency is receiving $100,000 for additional motel vouchers, increased stay durations and expanded housing navigation services in Scott, Carver and Dakota counties.
- Simpson Housing Services is receiving $100,000 for increased shelter hours and related staffing for its shelter in Minneapolis.
- RADIAS Health is receiving $140,000 for additional street outreach staff in the Twin Cities metropolitan area.
- Stephen’s Human Services is receiving $310,000 for additional shelter hours and related staffing for its First Covenant Church emergency shelter in Minneapolis and for additional street outreach staff.
- Tasks Unlimited is receiving $150,000 to support the opening of a new day shelter and supportive services staff in northeast Minneapolis.
GREATER MINNESOTA
- Arrowhead Economic Opportunity Agency is receiving $40,000 to lease short-term shelter apartments in northeast Minnesota.
- Catholic Charities of the Diocese of Winona-Rochester is receiving $85,000 for new seasonal shelter beds in Winona.
- Churches United in Ministry is receiving $200,000 for additional overnight staff to allow 24-hour access to its warming center in Duluth, and additional outreach staff to support people experiencing chronic homelessness on the street and in the shelter in Duluth.
- Community Action Center of Northfield is receiving $54,000 for additional short-term shelter apartments and two staff to provide additional supportive services in Northfield.
- Inter-County Community Council is receiving $40,000 for additional motel vouchers, basic needs and assistance with housing search and placement costs in northwest Minnesota.
- Lakes and Pines Community Action Council is receiving $80,000 for additional motel vouchers and increased durations of assistance in Aitkin, Carlton, Chisago, Isanti, Kanabec, Mille Lacs and Pine counties.
- Leech Lake Band of Ojibwe is receiving $140,000 to support staffing and operations at a new shelter in Cass Lake.
- Leech Lake Reservation Housing Authority is receiving $20,000 for additional motel vouchers and increased durations of assistance on the Leech Lake Reservation.
- Mahube-Otwa Community Action Partnership is receiving $100,000 to lease shelter apartments and provide additional motel vouchers in Mahnomen, Hubbard, Becker, Otter Tail and Wadena counties.
- Nameless Coalition is receiving $31,000 to increase the availability of seasonal shelter by two months per year at its Wolfe Shelter in Bemidji.
- Partners for Affordable Housing is receiving $130,000 to support the opening of a new shelter in St. Peter.
- West Central Minnesota Communities Action is receiving $80,000 for new shelter apartments and motel vouchers in Douglas, Grant, Pope, Stevens and Traverse counties.
