CROOKSTON CITY COUNCIL GIVES 30 DAYS TO RESIDENT TO VACATE UNINHABITABLE HOUSE

The Crookston City Council met on Monday evening in the Crookston City Hall Council Chambers.

FINANCIAL DEPARTMENT STAFFING CHANGES
The council approved the current Finance Director Ryan Lindtwed request for a transfer from the position of Finance Director to the City Accountant position. The current City Accountant, Audrey Passa will move into the Finance Director position. “Ryan has many, many years of accounting experience in private accounting. He thought he could best serve the city by using the skills as an accountant as opposed to the Finance Director,” said City Administrator Corky Reynolds. “Audrey was recently hired as our accountant, and when Ryan made this request for transfer, he indicated he was familiar with Audrey, and he thought she could do the job. I asked the council to approve the change, and they did.”

DOWNTOWN CORRIDOR DESIGN CONTRACT WITH MNDOT
The City of Crookston and the Minnesota Department of Transportation will contract with the same design consultant for the MnDOT downtown corridor study. “Often times MnDOT will get their own designer, local entities will get their own designer for the roads,” said Reynolds. “MnDOT approached us about getting one request for proposals for all of the design and splitting out the costs in proportion to the percentage the designer would do for each entity, and the council said yes.”

AIRPORT ZONING BOARD, AIRPORT LAND ZONING, MNDOT GRANT AGREEMENT
The council approved the creation of a Joint Airport Zoning Board (including the City of Crookston, Polk County, along with Lowell and Parnell townships) to zone areas surrounding the airport all so they can relocate the Crookston Municipal Airport Automated Weather Observation System (AWOS) and they will get a grant from the Minnesota Department of Transportation with the City paying 30 percent of the cost and the state paying 70 percent. “We are getting a new Automated Weather Observation System, and in order to move the site, which is unacceptable now due to new regulations, we have to zone some land by the airport,” said Reynolds. “We have to rezone to get the participation of the townships, and we had to create a board to do so.”

103 NELSON STREET NORTH RAZING
The council voted unanimously to give the resident of 103 Nelson Street North 30 days to make repairs to the property or move out of the house after the City has deemed the house uninhabitable. The home has a hole in one of the walls and a foundation wall gone. There has been no water for two years at the house. “The council had some very good questions and said we will give you 30 days to make moves so you can find a place to live with suggestions of contacting Tri-Valley and to keep us informed because the City wants to raze the building,” said Reynolds. “There were depictions of a foundation wall completely gone, a floor tipping and tilting, and above the floor, the foundation is completely gone. This was difficult for the council because they didn’t want this woman to be homeless, but on the other hand, what responsibility does the city have if she continues to live in this and something we don’t want to happen happens.”

CONSENT AGENDA
The council approved the bills and disbursements of $297,259.33, and a tobacco license renewal for Superpumper.
