Crookston Planning Commission Discusses Gateway District

The Crookston Planning Commission met on Tuesday night and they had two items of discussion on the agenda.

The first item was a variance request from Alex Prudhome for a 26 by 48-foot garage on the western part of the property at 609 Central Avenue.  He will replace a dilapidated garage with a new one.  “He is looking at building a garage that exceeds the side set back and maximum square footage you can have for exterior buildings, so he had to request a variance for it and it went through the Planning Commission and will go to the council on Monday night,” said Crookston Building Inspector Matt Johnson. “I did not hear from any neighbors and he visited with his neighbors, which is always a good thing to do and get on top of it before they get a legal notice from the city about a meeting they aren’t aware of.”

The second item was an overview of the Gateway Overlay District for the City of Crookston.   The intention of a Gateway Overlay District is to create a memorable and positive first impression to those that enter the City of Crookston, particularly the motoring public through standards related to site planning, signage, architecture, and landscaping.  “We put all the discussions we have had over the last several months together, the purpose statement, the body of it, the location of the gateway district, if the regulations were too strict or not strict enough and made some changes that way,” said Johnson.  “The commission will take a month to drive by the gateways to take a look at everything and we will come back in a month and make the changes they feel are necessary and we will go to the attorney and we will have a public input meeting sometime this fall.”

The areas of Crookston that would fall into the Gateway Overlay District (150 feet from the right away) are listed below –
1. East Robert Street from County Road 214 to Ash Street
2. 6th Street from North Main Street to University Avenue
3. University Avenue
4. Fisher Avenue (East and West)
5. Fairfax Avenue
6. 3rd Avenue (South and Southwest)
7. Highway 75 from 290th Street Southwest to County Road 233/Marin Avenue
8. Old Highway 75 from Highway 75 to South Main Street

Prohibited uses include the following –
1. Adult Oriented Businesses
2. Transmission towers and structures
3. Prefabricated/modular home sales, accessory structures
4. Salvage/junkyards
