The Grand Forks Police Department would like to provide the following information regarding the vehicle procession following the service:

The procession is anticipated to begin between 3:00 pm and 3:30 pm, although this timeframe may change.  The route is as follows:

  • South on Ralph Engelstad Drive to 6th Avenue North
  • East on 6th Avenue North to North Columbia Road
  • South on North Columbia Road to University Avenue
  • East on University Avenue to North Washington Street
  • South on North Washington Street to 32nd Avenue South
  • West on 32nd Avenue South to Interstate 29
  • South on Interstate 29 to ND-200A
  • East on ND-200A to US-75
  • North on US-75 to County Road 17
  • East on County Road 17 to Augustana Lutheran Church, Halstad, MN

The procession is anticipated to be lengthy, and significant traffic delays are anticipated.  Please plan Grand Forks local travels accordingly, for the 3:00 pm to 4:30 pm timeframe, and anticipate an inability to cross the identified roadways for extended periods of time.  Please see attached map for a visual representation of the Grand Forks and Halstad portions of the procession.  A portion of the Interstate 29 portion is excluded from the attached maps.

The Grand Forks Police Department would like to provide the following information about parking, entrance to use, schedule of events, and grounds restrictions.

Parking:  Please see the accompanying parking map.  Lots on the east and north sides of the Ralph Engelstad Arena will generally be available for public parking.  The lots to the south and west are reserved, and will not be available for public parking.  A portion of the north end of the UND Bookstore parking lot will be reserved for media parking and staging.  This area will be clearly marked with POLICE tape, and reserved for media use only.

Entrance:  The east, Main Lobby Doors to the REA will be used as the entrance for the public visitation.  The NW Doors, SW Doors, and Main Lobby Doors will all be used for the funeral service.  Please maintain requested physical distancing at all times, inside and outside the REA.

Schedule of Events:  Visitation will be from 10:00 am to 12:00 pm in the main lobby of the REA.  Access to the main arena will open at 10:00 am via the Main Lobby Doors.  We ask that, as guests complete the visitation/viewing, to please exit the REA to avoid congesting the entryway, or to allow an usher to direct them to seats within the lower bowl of the REA.  Physical distancing protocols will be followed.  Hand sanitizing and face covering stations will be positioned inside each entry location, and we strongly encourage people to make use of these resources. The NW Doors and the SW Doors will open at 11:30 am, in addition to the Main Lobby Doors that will remain open from 10 am through the start of the funeral, to allow access to those attending the funeral.

All guests should be in their seats and quiet by 12:30.  While the funeral ceremony begins at 1:00 pm, there are portions of the pre-ceremony that are important to those uniformed personnel attending.  Please plan accordingly, and arrive early, as physical distancing needs will delay the seating process.

We anticipate the funeral to be completed by 3:00 pm.  When complete, guests will be directed to exit through the Main Lobby of the REA, maintaining physical distancing, and will be directed to the plaza area to the east of the REA.  When uniform and civilian guests have been repositioned, Officer Holte will be led out of the arena.  There will be a “flyover” conducted during this time, so area residents are hereby notified.  The processional will commence from REA Drive.  Additional processional information will be provided in a separate media release.

Grounds Restrictions:  Per officials of the Ralph Engelstad Arena and the University of North Dakota, no public demonstration requests have been received or approved for Tuesday, June 2nd, 2020.  As such, public notice is hereby provided that public demonstrations will not be permitted on REA or UND property on that date.  Anyone wishing to engage in a public demonstration is hereby directed to city sidewalks at the corner of 10th and Columbia Avenue.

The following public health safety protocols will be in place for this event:

  • If you are feeling ill, please do not enter the REA.  The ceremony will be live-streamed via https://www.inforum.com/ , and will also be available via a number of regional affiliates.
  • Groups arriving together may sit together.  Otherwise, groups and individuals will be seated with at least two open seats of separation.
  • The use of hand sanitizer is strongly encouraged and provided within the REA.
  • The use of face covering is strongly encouraged.  Attendees may bring their own.  For those that don’t bring their own, coverings will be provided within the REA.
  • Please maintain a minimum 6-foot physical distancing from others not in your group at all times, both inside and outside the REA.

The following REA security protocols will be in place for the general public for this event:

  • No recording devices will be permitted inside the REA.  Cell phones are not specifically prohibited, but utilizing a cellular phone to capture audio, video or images may result in your removal from the REA.
  • No bags or backpacks will be allowed inside the REA.  Please leave everything at home or secured in your vehicle.
  • NO WEAPONS ALLOWED.  Sworn law enforcement personnel will be provided separate reporting instructions to accommodate duty weapons.

Additional details regarding parking, entrance assignments, a more detailed schedule of events, and a processional route will be provided later today.
