On Friday, March 15 at approximately 7:30 a.m. the Norman County Sheriff’s Office responded to a call for service along County Highway 39 near Borup, MN in Winchester Township where two semi-trucks were stranded on the roadway. A Normal County Deputy found 31-year-old Ruslan Arstanaliyev from Bensalem, PA deceased in a field. The Minnesota Bureau of Criminal Apprehension assisted the Norman County Sheriff’s Office with the investigation. It appeared that Arstanaliyev died of self-inflicted wounds; investigation is ongoing and waiting for final autopsy for the cause of death.

On Friday, March 15 at approximately 7:30 a.m. the Norman County Sheriff’s Office responded to a death scene along County Highway 39 near Borup, MN. It is unclear what occurred at this point as the investigation into what happened is ongoing. There is not believed to be any danger to the public. The Norman County Sheriff’s Office is being assisted by the Minnesota Bureau of Criminal Apprehension, Minnesota State Patrol and the Ada Fire Department.
