On Thursday, May 15 at approximately 8:27 PM, a Grand Forks Police officer observed a vehicle driving westbound on Demers Ave. in violation of traffic laws. Officers attempted to conduct a traffic stop on the vehicle, a 2009 Dodge Ram, however it continued driving. The vehicle then stopped at the intersection of Demers Ave. and S. Washington St., before continuing westbound while failing to pull over for the emergency lights and sirens of Police vehicles. As the vehicle approached the intersection of Demers Ave. and S. 20th St., officers were able to use their patrol vehicles to block it in. A high-risk traffic stop was conducted and the driver was taken into custody without incident. The driver of the vehicle was identified as 58-year-old Kelly Cleven of Warroad. Cleven was arrested and charged with fleeing in a motor vehicle and preventing arrest. No injuries were reported during the incident. Traffic was diverted along Demers Ave. for approximately 10 minutes during this incident.
