UPDATE 4/3/19 5:50 P.M. The victim, in this case, has been identified as Sidney Bina, 75 y/o, of Grand Forks. The investigation is still in the early stages and at this time the injury to the victim appears to be self-inflicted. There is no reason to believe there is any threat to the general public.
